My circular despatch No. 9 of 1941.

Hong Kong Government have informed me that visa requirements have been altered and that Chinese nationals of Chinese race holding valid national Government passports do not require visas for Hong Kong but will be allowed to land in the Colony on production of their passports. Chinese without passports, however, must obtain entry permits or follow procedure outlined in paragraph 3 of my Circular.
